The Wisconsin Family Connections Center (WiFCC) is a collaborative program that merged the former Foster Care and Adoption Resource Center and the Wisconsin Permanency Support Center in an effort to create a more unified service array.
Funding for the WiFCC is provided by the Wisconsin Department of Children & Families through two contracts:
- Statewide, managed by the Coalition for Children, Youth & Families
- Regional, managed by the Journeys Program at Catholic Charities–Diocese of La Crosse
The purpose of the WiFCC is to provide information, connection, referral, training, and support to
- Kinship/Relative Caregiving Families
- Foster Families
- Families Post-Permanency, including reunified families, guardianship families, and adoptive families
- Professionals serving and supporting all of the above
The Wisconsin Family Connections Center supports the vision of thriving and empowering children, youth, and families. We work to support the dignity of all families by striving to provide compassionate and individually tailored information and support for all stakeholders.

Youth & Families
The Coalition for Children, Youth & Families, Inc. (the Coalition) was founded in 1983 by parents concerned about children waiting for adoptive homes. Throughout our history, we have progressively expanded upon and improved the services available to families and professionals while working closely with the State of Wisconsin Department of Children and Families (DCF). The Coalition has worked to be a tireless advocate and compassionate resource delivery organization for children, youth, and families involved with child welfare, kinship, foster care, and adoption for more than 40 years.
About Journeys
Journeys is a program of Catholic Charities of the Diocese of La Crosse (CCDL), offering supportive services covering a wide continuum of needs for individuals and families in Wisconsin who have been impacted by adoption or out-of-home care. CCDL has been providing services to historically underserved populations in Wisconsin for over 100 years. As both a nationally accredited and state-licensed agency, CCDL adheres to best practices in service delivery. CCDL has been providing post-adoption resources since 1998 and has 20+ years of experience supporting post-permanency youth and families in partnership with the Wisconsin Department of Children & Families.
